You might consider using a flowable fill, or “Controlled Low-Strength Material” (CLSM), made by using an admixture. One product that can be used to make it is the Darafill additive by Grace Concrete Products. Info at:

I believe if you use this product or one like it, the company’s technical support would help with mix design to achieve the desired strength.
