replacing bolts - constructed condition

Single shear plate connection from a beam to an embed plate (previous
post about this), in a constructed building on the third floor. I need
to increase the strength of the connection. It looks like they used
A325N 3/4" diam bolts (needs to be field verified), and a simple
solution would be to use "X" bolts where the threads are excluded from
the shear plane.

-Any problems with this in theory?
-Can they get the bolts out one at a time and replace them?

Existing building, this would be a weekend job, jacking and shoring as
of now are not on the table.

It would seem the bolts are already in bearing and it would be very
difficult to remove them... Looking for someone who has experience
with this and how it went.
